The unique position offered by strategic planning within the public sector is reflected both by the allocation of consultant and the planning model approach. The need to separate Population and Performance accountability within the context of inspection increasingly differentiates compliant performance levels from “Outstanding” levels of service deliver. The responsibility of the executive of any public body is to effectively identify and support appropriate Population objectives to work within and to identify and lead the operational objectives. Once established the executive need to establish effective “end” measures and “means” process.
