Strategic Implementation
Getting the balance between planning and doing is the key to successful implimentation. Setting the correct objectives avoiding what Mark Friedman calls "the false gods working on means and not ends". Separating Population accountability measures from Performance accountability, establishing base line performance and then empowering improvement activity to drive change. Budget constraints are always present but any improvement plan that lacks a reasonable number of low or no cost improvement will not have been fully thought through.
